How to reproduce: 1) Open http://translatewiki.net/wiki/Special:Translate?tux=1 2) Immediately start clicking the group selector "all" Expected result: The selector open immediately and gives feedback that data is being loaded.
Not an enhancement. People think the group selector is broken.

I found the following issues while testing latest master on https://dev.translatewiki.net/wiki/Special:Translate?tux=1&filter=%21translated&action=translate 1) The dialog is misplaced (too much bottom right) 2) I don't see loading animation These issues have been resolved: 1) The dialog opens immediately 2) I see loading animation when switching to "Recent" tab

I see it in the right place, but it's smaller than it eventually becomes. Reopening. Loading animation is not visible for the main tab.
yes, but you see the group list immediately right? Once data is ready, a trigger is fired to hide the animation and render results. In my observation this is even before you click the selector in most of the cases.
Closing this again, as the issue has been resolved. I opened bug 46829 for the remaining issue.
