Please add new user groups with the following settings per community consensus (see URL): * group name: 'eliminator' * group rights: delete nuke suppressredirect undelete * group name: 'interface_editor' * group rights: editinterface editusercssjs * group name: 'trusted' * group rights: block blockemail protect * group name: 'editprotected' * group rights: editprotected Bureaucrats should be able to add/remove all of these new groups. Thank you.

Note that other "eliminator" groups include additional permissions which are needed to properly undelete pages: particularly 'browsearchive' 'deletedhistory' 'deletedtext' Do you want the ckbwiki eliminator group to have these too? If so, I think you will have to ask the community again, since these rights give eliminators more abilities than users might have expected when they voted for your original proposal.
No TTO, these rights (browsearchive, deletedhistory & deletedtext) are very important rights! I think that these rights are proper for 'trusted' groups rather than "eliminator" groups.
I don't know how useful the "undelete" right is without the other rights. It is possible that eliminators will not be able to see what they are undeleting before actually undeleting it. This would need to be clarified with someone who knows more about MediaWiki, though.
