When an image is e.g. {{self|cc-by-sa-3.0|gfdl}} (very common), there are two short license names on the page, and CommonsMetadata only picks up one of them.

The description parser now collects all short names. We still only show one of them because we haven't figured out yet what to do with multiple values (bug 57259), but the capability is there, and is used when recognizing licenses (this bug was originally problematic because we didn't recognize dual CC + something else licenses as CC), so I'm closing this as fixed.
