It should add {{lu|PAGE}} (as in https://en.wikipedia.org/w/index.php?title=Wikipedia:Requests_for_page_protection&diff=605601800&oldid=605601772), not {{la|ARTICLE}} (as in https://en.wikipedia.org/w/index.php?title=Wikipedia:Requests_for_page_protection&diff=605601703&oldid=605600730) if the page is in userspace. See list of temlates vs mainspace here: https://en.wikipedia.org/wiki/Wikipedia:Requests_for_page_protection#Instructions
you should be running tests on test wiki not on english wiki
But as Excirial pointed out yesterday on IRC, some bugs only shows on enwp, therefor I tried it on enwp.

Not to be mean, but... I found a better way: If you use: {{pagelinks|foo}} then you can apply it for every mainspace. E.g. {{pagelinks|Sweden}}, {{pagelinks|User:Swedish-user}}, {{pagelinks|Category talk:Sweden-related topics}} I just found out about this.
I have no idea how it could be used for this
