Effect similar to the infamous bug 37073 and bug 54392, but different manifestation. This would welcome some browser console output, browser information, file size, and file type, because it might be the same as bug 60247. Did not manage to reproduce on http://commons.wikimedia.beta.wmflabs.org/wiki/Special:UploadWizard with an SVG file and Chrome 36.
