Reproduced at: - https://test2.wikipedia.org Scenario #1 - go to https://bugzilla.wikimedia.org/show_bug.cgi?id=1 - copy bug title: Bug 1 - (documentation) Documentation is out of date, incomplete (tracking) - create completely empty page (example: https://test2.wikipedia.org/wiki/Empty_page) - click "Create" to start visual editor - paste the bug title - "Bug 1" is not a link (example: https://test2.wikipedia.org/w/index.php?title=Empty_page&action=edit)
Scenario #2 - go to page with unordered list - paste the bug title in new list item - instead of one link to bug 1, two links are created - one to bug 1, the other one to page named Bug (see https://test2.wikipedia.org/w/index.php?title=Empty_page&diff=97900&oldid=97899)
Scenario #3 - go to the same page - paste the bug title at a new list item - instead of link to bug 1, link to Bug page is created (see https://test2.wikipedia.org/w/index.php?title=Empty_page&diff=97901&oldid=97900)
Scenario #4 - go to a page with soft redirect and an existing link (example: https://test2.wikipedia.org/w/index.php?title=VEbug&oldid=97910) - paste the bug title in new line - text "Bug 1", instead of being link to bug 1, is a link to the existing link on the page (see https://test2.wikipedia.org/w/index.php?title=VEbug&diff=97911&oldid=97910)
I can't reproduce this now; did you accidentally switch after the first test (which is as expected from what I can read) to a VE copy of the link (which is allowed)?
